VAT category and reason on every line
Every eInvoice line carries a VAT category code and rate, even when the VAT is 0.00. Zero-rated, exempt and out-of-scope lines also carry a reason.
In short
Every line on an eInvoice must say which VAT category it falls in, the rate, and the VAT amount, even when the amount is 0.00. Zero-rated, exempt and out-of-scope lines must also carry a reason chosen from a fixed list. Your finance team sets this up once in your ledgers or template, and then it flows to every invoice.
Why eInvoicing needs it
On a paper invoice, a line at "0%" looks complete. On an eInvoice, the VAT category code tells the Federal Tax Authority (FTA) why there is no VAT. Zero rated, exempt and out of scope have different effects on your VAT return, so each needs its own code. The MoF UAE Electronic Invoicing Guidelines name these treatments and require them on every supply.
The five categories you will use:
| Code | Category | Rate on the line | Reason needed |
|---|---|---|---|
| S | Standard rated | 5 | No |
| Z | Zero rated (VAT Law, Article 45) | 0 | Yes, as text from the fixed list |
| E | Exempt (VAT Law, Article 46) | Left blank | Yes, as an exemption reason code |
| O | Out of scope of UAE VAT | Left blank | Yes, as text from the fixed list |
| AE | Reverse charge | 0 | Yes: the reverse-charge statement, plus the type of goods |
Every line shows a VAT amount, 0.00 where no VAT is charged. A tax invoice must not contain only exempt or out-of-scope lines. If every line is E or O, the document is a commercial invoice out of scope of tax instead. See which VAT type is my invoice.
What good looks like
These are the reasons small traders use most often. Use the wording exactly.
| Situation | Code | Reason |
|---|---|---|
| Goods exported from the UAE, with exit evidence kept | Z | Zero-rated export of goods, Article 45, Federal Decree-Law No. 8 of 2017 |
| Services to a customer outside the UAE | Z | Zero-rated export of services, Article 45, Federal Decree-Law No. 8 of 2017 |
| Freight or passenger transport into or out of the UAE | Z | Zero-rated international transport, Article 45, Federal Decree-Law No. 8 of 2017 |
| Goods sold while outside the UAE that never enter the UAE through you | O | Supply of goods located outside the UAE |
| Sale to another member of your VAT group | O | Supply between members of a Tax Group (from 1 January 2029; see sales within a VAT group) |
| Certain financial services | E | DL8.46.1 |
| Residential units, lease or sale | E | DL8.46.2 |
| Bare land | E | DL8.46.3 |
| Local passenger transport | E | DL8.46.4 |
Before and after, on an invented export invoice from Gulf Spice Imports FZE:
| Before | After | |
|---|---|---|
| Line 1, cumin to Oman | VAT: blank | Z, rate 0, VAT 0.00, "Zero-rated export of goods, Article 45, Federal Decree-Law No. 8 of 2017" |
| Line 2, sea freight to Oman | 0% | Z, rate 0, VAT 0.00, "Zero-rated international transport, Article 45, Federal Decree-Law No. 8 of 2017" |
Zero rating depends on evidence, such as proof the goods left the UAE. Calculus applies the reasons above by default. Keep the evidence on file, and confirm with your tax advisor if your facts differ.
How to fix it in Tally
- List each VAT rate and treatment you use: 5%, zero-rated exports, exempt rent, and so on.
- Keep one sales ledger per treatment, for example "Sales Local 5%", "Sales Export Zero Rated" and "Sales Out of Scope". Open each with Alt+G, Alter Master, Ledger, and check its VAT details match the treatment.
- Do not post a zero-rated and an out-of-scope sale to the same ledger. The category flows to the line from the ledger or stock item, so a mixed ledger gives the wrong code.
- Send Calculus the list of ledgers with the category each one maps to. Calculus maps each ledger to its code and reason.
- Raise one test invoice per ledger and check the VAT shown on each line.
How to fix it in Excel or another system
Add three columns to every line: "VAT category" (dropdown: S, Z, E, O, AE), "VAT rate" (5, 0 or blank) and "VAT reason" (dropdown from the table above). Example: Z, 0, "Zero-rated export of goods, Article 45, Federal Decree-Law No. 8 of 2017". Lock the reason column to the dropdown so no one types free text. ERP users: ask your ERP partner to add a category and a reason field to each tax code, restricted to the fixed list.
Checklist
- Every line shows a category, a rate and a VAT amount, including 0.00
- Every zero-rated and out-of-scope line has a reason from the fixed list
- Every exempt line has an exemption reason code
- One ledger or tax code per treatment, no mixing
- Export evidence kept on file for each zero-rated export
The law
- Federal Decree-Law No. 8 of 2017 on Value Added Tax (VAT Law), Article 45: zero-rated supplies, including exports of goods and services and international transport.
- VAT Law, Article 46: exempt supplies. The exemption reason codes DL8.46.1 to DL8.46.4 refer to its four exempt supplies: financial services, residential units, bare land and local passenger transport.
- VAT Law, Article 14 (Tax Group registration); Executive Regulation, Article 12(1)(b): a supply by one member of a Tax Group to another member may be disregarded.
- Ministry of Finance, UAE Electronic Invoicing Guidelines, Version 1.1 (1 June 2026): tax categories at supply level. MoF PDF
- Peppol PINT AE specification: VAT category code (IBT-151), VAT rate (IBT-152), VAT exemption reason (IBT-120) and reason code (IBT-121); code lists AETaxCat and AE-Exempt. docs.peppol.eu
Common questions
- Can we type our own reason text, such as "Export"?
- No. The reason comes from a fixed list agreed with Calculus. Free text varies from invoice to invoice and cannot be checked, so the field should only accept values from the list.
- Our export lines leave the VAT rate and amount blank. Is that enough?
- No. Each line must say it is zero rated, with a rate of 0 and a VAT amount of 0.00, plus the zero-rating reason. A blank tells the system nothing.
- One invoice has a 5% item and a zero-rated freight charge. Is that allowed?
- Yes. Each line carries its own category. The invoice then shows a VAT total for each category.
